The Clerk, Treasurer, Finance Administrator, and the Assistant Treasurer handle all of the Village's finances.

The Clerk gives notice of and attends all meetings of Council, keeps a record of its proceedings, and authenticates all Ordinances, Resolutions, records, and documents. The Treasurer invests the Village's funds. The Clerk in cooperation with the Treasurer keeps the books, receives and records all receipts, pays the bills including payroll, assists in preparing budgets and appropriations, and prepares any related reports required or requested. Detailed Financial Statements are prepared monthly and distributed to the Administration and Council. Representatives of the Ohio Auditor of State audit the annual State Financial Reports every two years. Copies of these audit reports are available on the auditor's site at www.auditor.state.oh.us.

VILLAGE INCOME TAX

The Mayor with the approval of Council annually appoints the Village Tax Administrator. It is the Administrator's duty to oversee the collections of the Village income tax for the Village and to enforce the Village tax ordinances. The Tax Administrator has retained Central Collection Agency (CCA) to perform these functions. Generally taxpayers deal directly with CCA. The Tax Administrator is involved directly when taxpayers do not file or a dispute arises.

All Gates Mills residents who are 18 years and older are subject to local income tax and are required to file a CCA (Central Collection Agency) individual income tax return or an exemption certificate annually by April 15. Generally Taxable Income is income from wages, salaries, commission, profit from rents, profit from business or profession, fees, prizes and awards.

The tax rate is 1%. Village residents receive a credit up to ½ percent for municipal income tax paid to other municipalities. For example, a resident who works in a municipality where the tax rate is 1% or greater owes .5% income tax to the Village.

Anyone working in Gates Mills who is 18 years and older is subject to a 1% tax on taxable income.

PROPERTY TAX RATE

Currently, the Village property tax rate is 106.3 mills. The effective millage rate is 61.49 but the actual amount paid is reduced by a tax rollback of 12.5%. The final annual tax obligation is $.0188 per dollar market value assigned by the County Auditor's office. The tax is distributed as follows: 51% to the Mayfield City School District, 23% to Cuyahoga County, 20% to the Village of Gates Mills, 3% to the Metro Parks, and 3% to the Cuyahoga County Library System. Property tax is billed by the Cuyahoga County Treasurer's Office. Any questions concerning your valuation or tax should be directed to the Auditor's Office at (216) 443-7010.
