ARTICLE II
POWERS OF THE MUNICIPALITY
SECTION 1 GENERAL POWERS.
The Municipality shall have all of the powers, general or special, governmental or proprietary, express or implied, that may now or hereafter lawfully be possessed or exercised by municipal corporations under the Constitution and laws of the State of Ohio.
SECTION 2 MANNER OF EXERCISE.
The powers of the Municipality shall be exercised in the manner prescribed in this Charter or, if not prescribed herein, then in such manner as the Council may determine. When not prescribed in this Charter or determined by Council, such powers shall be exercised, except as a contrary intent appears in this Charter or in the enactments of Council, in such manner as may now or hereafter be provided by the general laws of the State of Ohio.
SECTION 3 INTERPRETATION.
The powers of the Municipality under this Charter shall be interpreted liberally in favor of the Municipality, and the specific mention of particular powers in this Charter shall not be interpreted as exclusive or as limiting in any way the general powers stated in this Article II.
