PREAMBLE
We, the people of Gates Mills, Ohio, in order to secure for ourselves the fullest measure of municipal home rule and local self-government under the Constitution and laws of the State of Ohio, and to preserve and perpetuate the unique character of our fine community, do hereby adopt this Charter.
